I was given verbal instruction to work on a motorcycle and the owner has since been arrested for possession and numerous other charges. How do I apply for a title for the bike?

Generally a lien filed by a Mechanic (with regard to a vehicle as opposed to construction work) for work performed requires a signed work order/invoice. Otherwise, you may need to file a suit through the court in your area (local magistrate or county depending on the value of the claim) for breach of contract, then address the issue through the courts.
