Can someone please explain what is the purpose of this law?

I assume you mean MCL 570.1101, which is the first section of the Michigan Construction Lien Act. In very general terms, the Michigan Construction Lien Act is a statute designed to protect the interests of contractors, subcontractors, suppliers and laborers by granting them a lien against the real property they have improved, while protecting property owners from excessive costs. The statute is remedial in nature and is to be liberally construed by the courts to secure the goals of the law. However, the unambiguous requirements of the statute are not to be ignored. The statute is based on the exchange of information between owners and contractors, suppliers and laborers, the underlying purpose of which is to permit all parties to protect their respective interests.
