Who is responsible for placing the filed lien on the credit report of the person who fails to pay?

No party is responsible for placing a lien on a credit report, per se. But, mechanics liens may well end up affecting the property owner's credit before it's all said and done. While a lien filing won't automatically affect an owner's credit - anything in the public domain could potentially affect an owner's credit score, including claims filed against their property. Though, if you want the debt to appear on their credit report, it might be helpful to try and report the debt to the credit bureaus.
