Hi, If a contractor signed a contract where he's responsible for the design and permitting process (for work both within the envelope of the house as well as outside - deck construction) as well as carrying out the work, back in June 2019, only submitted the permit applications to the city in Dec' 2019, and only now received the permits from the city, can he rightfully blame this on COVID and therefore ask the client for more money than specified in the contract due to the increases in construction costs?
