In CA, I have a arbitration judgment against the owner for the lien amount and the general (who may file for bankruptcy) for the lien amount plus costs and fees and interest. Can I get the lien amount from the owner and the fees, costs, interest from the general or do I have to chose a remedy from only one of the defendants?

Ultimately, this depends on the language of the judgment. I suspect that your judgment will allow you to recover the amount of the lien from either the owner or the general and if neither pay you, you are likely allowed to have the property sold and have the amount of the lien paid.
