Is there a requirement in California, (San Mateo County) that both spouses need to be present to get a repair estimate?

I've requested estimates for a repair in my home from several contractors and 2 of them have insisted my spouse be present for them to just provide an estimate. They claim it is for insurance purposes but cannot explain the reasoning behind this request. I am trying to find out if this is a legal requirement or just them trying pressure a sale by having both of us present

Both spouses are not required to be present to get a repair estimate. In fact, no one needs to be physically present to get a repair estimate. You can email them or mail them.
