is the homeowner protected from a lien if bucket list is not completed

I am a homeowner who had a major renovation project done. The contractor never completed the bucket list. Do I have to pay him the residual amount. Much of the work was unsatisfactory

I think you may be saying that the contractor did not complete the punch list for the project, which is a list of nonconforming work and corrections that are needed. You should notify the contractor in writing that he has not completed the work. You should give him a reasonable time to complete the work and tell him that you will get someone else to complete and correct the work if he fails to do so. From the residual amount or retainage, you can withhold an amount sufficient to complete the work properly.

It is impossible to provide this type of advice in this forum. Generally, you would owe for work properly performed. You should try to reach out to the contractor and discuss the issue. If you cannot or if the contractor is unwilling to resolve the matter, you should get the opinion of a second contractor in writing as to the scope and quality of work performed by the first contractor. If work was not properly performed or completed by the first contractor, you are entitled to cause the work to be finished by a second contractor and deduct the reasonable cost from any amount owed to the first contractor. But, and this is important, your contract with the first contractor may impose certain notice or other requirements upon you before exercising any remedy. Make sure you comply with your contract.
