I recorded a mechanic's lien on a project and the 90 days to foreclose are approaching quickly.

Under California Rules of Court, Emergency rule 9, entitled "Toll the statutes of limitations for civil causes of action" states that "Notwithstanding any other law, the statutes of limitation for civil causes of action are tolled from April 6, 2020, until 90 days after the Governor declares that the state of emergency related to the COVID-19 pandemic is lifted." I am not aware that the state of emergency is lifted, so you may be alright, but you definitely need to talk to a lawyer. Feel free to give me a call or email to discuss.
