Is someone allowed to sub work to licensed contractors if they don't have a proper license themselves?

If you are just starting a company and all you want to do is make money from getting the jobs and passing them to subcontractors, are you able to do so without having to get the license yourself?

Virginia code requires all contractors that perform work to be licensed.  That includes the general contractor.  If this is a VA project, then the short answer, without more details, is no.
