Is residential construction considered an essential business in NY State?

I am planning to move in June to a new construction. Will the contractor be able to complete the house?

New York is much more strict than other states have been regarding what's being considered essential construction work. By and large, residential construction has been considered non-essential, so most work must stop. Granted, contactors have a little bit of a grace period to bring the project site to a point where it's safe to shut down the site. But, beyond that, work cannot continue. Notably, having one single worker who is the sole employee/worker on the site is not blocked by the New York stay home order. So, if having one single person on-site could move things along, then a contractor may be able to do that. But, it makes sense that a contractor would be cautious of operating because serious penalties can be applied to businesses that fail to comply. The coronavirus outbreak has created a maze for all governments and businesses to navigate, so keep an eye out for announcements which may change regulations and requirements.
