Is all state agencies work prevailing wage?

There is a bid were the scope of work doesn't mach any classification and the state agency docent know the answers to my questions. Also one more question if there is no classification and its a state agency all work has to be prevailing wage?

If the public agency isn't aware of any prevailing wage requirements for the job - then that may be a fair indicator the job doesn't require prevailing wages. Still, double-checking with the California Department of Industrial Relations might be worthwhile. They have this excellent prevailing wage frequently asked question page, too, which could be helpful. With that being said, prevailing wages are required for all California public works exceeding $1,000. If you're unsure of whether your job is considered a "public work," here's the brief definition the Department of Industrial Relations provides: Public works in general means:
  • Construction, alteration, demolition, installation, or repair work done under contract and paid in whole or in part out of public funds.
  • It can include preconstruction and post-construction activities related to a public works project.
Of course, that's just a quick-look definition. And, for a more thorough review, reading though section 1720 of the California Labor Code can provide more insight. Finally, in terms of classifications - I'm afraid I don't have enough personal experience in California prevailing wages to provide much insight. But, reaching out to a California construction attorney, a construction accountant familiar with prevailing wages, or using a service like eBacon or Contractors Prevailing Wage could be useful.
