Wisconsin is widely allowing for construction to continue as an essential business. "Housing construction" is specifically allowed, and the Wisconsin stay home order doesn't even seem to limit that to housing that's actually in use. So, presumably, residential construction can continue in most forms, at least at the moment.
Things can change in a hurry, though - so it'd be wise to keep an eye out for any changes. It's possible that work may be limited at some point going forward. To keep track, this tool from Levelset should help: Can I do Construction Work In my State?
