Manie's stay home order allows for "construction and maintenance of essential infrastructure" to continue, and it also points to the Department of Homeland Security's guidance to determine who is deemed "essential." So, based on both, it appears that residential construction can continue and that businesses who supply necessary materials for their projects will be able to carry on their work.
