What can be done if a preliminary lien notice has been filed to the incorrect name, parcel number and address?

There is no requirement that a parcel number be used. You simply have to identify the owner, who you contracted with and the project. You have the legal right to rely on the information in the notice of commencement. If that is where you got the incorrect information then you should send a corrected notice to owner. If the incorrect information was the result of your neglect then you likely have no remedy.
