In Hawaii, what protects the Owner from being over charged but contractors/subs when payment has already been paid?

If there are no lien release forms for the contractors and subs, what protects the owner from requesting more money that what is in the agreement? Or, more importantly, what protects the owner if the contractor doesn’t pay the subs?? Please advise
