If we pay for a permit on a property, does that give us the right to file a lien on the property if necessary?

We may be purchasing a permit to construct a property. Does this action open the lien window?

No. Lien rights are created by following the prerequisites of the Lien Statute Chapter 60.04 RCW and RCW 18.27.114 and doing work on the job. Paying for a permit as GC for the Owner does not impact that.
