If contractor isn't registered/licensed in the county they did work in, but are state licensed do they have lien rights?

If a contractor is not registered/licensed in the county that they did work in but are state licensed do they still have lien rights? In the event the contract says they will abide by all local laws in the contract and have not, specifically not pulling permits or registering to do the work, does that nullify the contract and do they lose their lien rights?
