If a customer files a compliant against the contractors license Can the contractor (me) file a lien for money due?

I pulled a permit from the County of Contra Costa to remodel a kitchen /bathroom/flooring and Windows. I find out the owner is offering my under 21 year old employee marijuana. The Owner Gary is a drunk and don't know from one minute to the next if he is going to go off and hell at us and call us out. He hasn't paid us and is threatening us, and telling us he will not pay. He has filed a compliant against our 19 year old Contracting License that has never had one compliant since we opened our doors on June 6, 2003.

If you improved the property and have not been paid, yes, you can record a lien, whether or not your client has reported you to the CSLB. One has nothing to do with the other. Good luck.
