I was issued a mechanics lien by an unlicensed contractor

The contractor did some terrible work and I told him to fix which he didn't. I therefore didn't pay him the other 50%. He threatened me and my wife therefore I called the police and filed a report. Now he sent (what looks like) two fraudulent mechanics liens that I cannot verify since there is a 4-6 week wait at the recorders office. Now he sent a notice of intent to foreclose which doesn't look legit.

An intent to foreclose is nothing - that is, it is not a statutory requirement to enforce lien rights. It is meant to concern you. The contractor has 90 days from the recordation date of the lien to file a lawsuit to foreclose on the lien. If he misses that deadline, the lien is void and you can file a petition to expunge the lien if he will not voluntarily withdraw it. You'll probably want to get a construction lawyer for that.
