I need to file a lien on an investment property where I paid property taxes pre and during COVID to keep it out of foreclosure , it is now occupied by multiple squatters and one main of partners LLC is out of the country and unable to enter.

As you present the issue, you are not entitled to lien. In NY, mechanics liens are for property improvements, not property taxes.
