Based on the location of the property, you most likely have jurisdiction in Kentucky. As such, I would repost under that jurisdiction for help.

This sounds like an urgent issue and it may be useful to consult a construction attorney for direct advice on your sitaution.

A lien is an encumbrance on the title of a property, and such encumbrances are typically discovered and cleared during the title company's work before the house closes. It may be difficult to determine whether this work has already happened for the house under contract. Additionally, the county recorder will take some time to record the lien so that it truly takes effect.
