I fired my Pool Builder for shoddy work and build length. What is my liability & how do I get him to remove the NOC?

I am a homeowner and started my pool build in May 2020, it is now 10 months later and my pool is still incomplete. Additionally, the workmanship of the Pool Builder (PB) and his team is very lacking. At this point, I have a gunite shell, incomplete deck and missing pool tiles, not to mention the countless other questionable things that have occurred. It all came to a head when they expected me to pay for an incomplete deck. When I indicated, I would not and that I expected them to complete the job, they promised to take care of it for a week, before sending someone over to work on it for a few hours leaving it in worse shape than it was in prior. I have since fired them and now they are threatening to put a lien on my home because of a NOC currently on file. I recently learned that by law the contract should have been voided because I paid more than 10% down and they took 2 months to apply for the permit. At this point, I've paid them 3/4 of the cost of the pool and in order for me to finish on my own, I will have to pay in excess of $20,000. I believe they should be liable...What are my options?
