I am an investor. I had a verbal agreement over text with a seller. exchange proof of funds and was real for a signed agreement. He backed out and is selling at a higher price.

I do not think so. Pennsylvania law permits contracors, subcontractors, and suppliers to claim a lien for labor or materials furished in the insatllation of an improvement to a real property (if claims is over $500). From your brief description, it sounds as if you had a text message exchange about the purchase of a certain real property. If you had secured a right to purchase the property and did, in fact, arguably gain title to the property, you would file a lis pendens against the property to put future buyers on notice of your ownership interest. Unfortunately, I do not believe that a text exchange absent any payment of consideration from you would represnet an enforceable deal.
