I have paid contractor for all material and sub contractor bills. Contractor has not paid these bills. Who is responsible for these bills?

Unless there is something in your contract with the Contractor that requires you to pay subcontractors and suppliers directly, the Contractor is responsible under whatever terms it has in its contract with its subcontractors and suppliers.

The contractor is responsible. If the subs threaten to place a lien or place a lien, you may want to disclose that the payments were all made to the contractor and placing a lien on the property would effectively force you to pay twice for the same work. If you decide to hire an attorney, I'm sure anyone who responds would be happy to help. Good luck!

I agree with the above. There is a "payment defense" in Virginia that allows you to defend against a lien where you have paid the General Contractor in full.
