We are a property owners association with members or home owners not paying their annual assessments fees. Would a lien on the property be appropriate to secure payment?

It sure could be. The decision to lien rests with the HOA board and before a lien can be placed, there are notice requirements set forth in the Civil Code which will include a description of the HOA's enforcement procedures, an itemized statement of the lien amount and how it is calculated, and mandatory disclosures to the owner that are required by law.
