I’m a sub working for a restoration co. Usually have no contact with the home owner. How would a lien affect the restoration co,there the ones not paying?

Well it would definitely get their attention, and if the property owner paid the restoration company it would create a lot of drama. If you served the PO and the GC the preliminary notice, and it's less than 90 days since the project finished, then you can serve them with Notice of the Lien and file the Mechanics Lien.
