In order to have a lien from the state removed from your property, you'll likely need to either pay whatever amounts are currently owed but unpaid to the state or dispute the lien claim(s) via some legal, administrative, or tax proceeding.
Unfortunately, while I'm experienced with mechanics lien claims, state liens operate a bit differently - and I'm afraid I don't have much expertise in that field. But, consulting with a local tax or business attorney should provide a path for moving forward and clearing up any claims.
