How may I be in compliance at this point of time?

I have done business with regular contractor's and filed prevailing wages. Now we are doing a job for a Hospital, do I still need their DIR Number to file with the State. hey hired us before we could do any preliminary filling - no DS140 or DS142. How should I proceed to be in compliance?
