How long can someone wait before filing a claim to the California licensing board for unlicensed work?

A friend was a project manager for 2 different licensed paving companies. There was a 3 month gap in employment between these positions. During that time, he hired one of the crews from the licensed company to install some pavers. At the job close, the homeowner refused to pay because he was personally unlicensed. A month later, he began working for a licensed company again. 1 year later, the homeowner has reported him to the California State Licensing Board. The work did not require any permits. Is there a stature of limitations for that kind of reporting?

In California, if the work being performed requires a state contractor's license, it's illegal to contract for jobs that are $500 or more without one. This includes both labor and materials. As far as when a complaint can be filed, the Cal. Bus. & Prof. Code §7091 regulates the statute of limitations for California State Licensing Board complaints. The general rule is that violations of the California contractor licensing requirements can be filed for up to 4 years from the date of the suspected legal act or omission.
