We bill our customer for materials purchased prior to our first day on site. Should we send our Notice of Furnishing when we first bill our customer or when we are first on site?

An Ohio Notice of Furnishing generally shouldn't be sent until labor or materials are actually furnished to the site. So, if work is billed before it's actually furnished, it might be wise to wait until the first day on site.
