I'm not an expert on Florida's licensing requirements, so I'm unsure whether concrete suppliers in the state must be licensed to perform their work. While it doesn't immediately appear that a state-issued license is needed to supply concrete, there may well be local regulations that apply. And, it's possible that specific local permitting or licensing would be required. Regardless of whether a license is required, though, a contractor is not entitled to steal, walk off the job, or leave a number of code violations in their wake. And, if they have, it'd be wise to consult a local construction attorney in order to best assess how to go after the contractor for payments or damages owed.
