How does NJ prevailing wage law impact contracts for facility maintenance of a public school facility?

I am employed as an HVAC technician by a large company contracted to provide maintenance services for a NJ public school district. The contract requires a full-time HVAC tech onsite. I was told that they only need to pay me for "wrench time" on specific tasks. They will not even pay me for taking my tools off my truck-ONLY for "wrench time" spent on say an air handler. Can you please clarify how a Master HVAC tech, Master plumber, or Master electrician should be paid in this type of case? Is the company required to pay the prevailing wage for each trade for 40 hours per week or just by the "job"? Again, the contract calls for the provision of a Master HVAC tech, Master Plumber, and Master Electrician to be onsite 40 hours per weak, and NOT for the provision of "HVAC service" or "Plumbing service" or "electrical service". These are great questions, Carlos, but I'm afraid I'm not qualified to answer them. While I'm familiar with prevailing wage laws - and PA prevailing wage laws, to a point - this is a bit outside of my area of expertise. For some clarity here, it might be helpful to reach out to the Pennsylvania Department of Labor and Industry or to a local Pennsylvania prevailing wage attorney. They should be more familiar with when prevailing wages should be required, as well as exactly which work functions may entitle a worker to prevailing wage rates.
