The person we contracted to do the work in house did not complete and will not respond to our calls and messages. He was paid in full and it's been over two weeks and hob not completed

You can file a lien in the county where the property is located with the court clerk. This may pressure the property owner to get the contractor to pay, but otherwise you will need to file a court action to foreclose the lien.
