The law states I must have 4 years of experience to apply for my contractors license in Arizona. Does that mean I have to have experience in that state or just 4 years overall knowledge?

Generally, construction experience in another state should be perfectly acceptable when applying for a contractor's license. And, looking to the Arizona Registrar of Contractors' Experience Verification Form, there's nothing really indicating that experience must strictly be in the state of Arizona.
With that being said, I'm no expert on the ins and outs of obtaining an Arizona contractor's license. But, there are other sites and services available online that should be a great help in navigating the AZ contractors license requirements, such as Capitol Services Inc.
