How do I find out who the true owner of a project was?

The RFQ shows NPS (National Park Service) PWR - PORE MABO and Point Reyes National Seashore under issued by. The consignee shows Redwood National and State Park. Point Reyes and Redwood are both located in California but NPS issued the RFQ. The work was done at Redwood and my product was delivered there.

Best to send the claim to all of them to be on the safe side- although NPS is probably the right owner if the NPS submitted the RFQ. If you are making a bond claim, you also need to send the claim to the bond company itself.
