Homeowner refused to pay me. I gave him the 30 pre lien and he still refuses. I need to file the lien but I'm headed home.

It's actually pretty common for claimants to file mechanics liens in counties they're no longer located in. As discussed in that article, mechanics liens can be filed in person, by courier, by mail, through an attorney, or even with the help of an online service provider, like Levelset. The pros and cons of filing options are discussed here: Should You File In-Person, By Mail, or Electronically in California?
Notably, though, filing a mechanics lien by mail can be tricky. So, if a lien claim will be mailed, it's a good idea to first call the county recorder office beforehand to make sure the right filing fees are provided and that the documentation follows all local requirements.
