How do appeal a closing of a complaint?

I worked on many public works projects owned by the California department of transportation. I filed many complaints and all of my complaints were closed. The work I performed was delivery of asphalt that was immediate incorporated on the project and off haul grinding from the project. My complaits were closed due to the work I performed was not subject to prevailing wages. How do I contest the closing of my complaits? There is no certified payroll. No benefits paid. No overtime paid. Miss classified as a independent contractor.These are the other factors that were included in the complaint. They were not address? Why?

When a claimant thinks their prevailing wage complaints have been improperly dismissed, a good first step may be to consult with a California prevailing wage attorney. They'd be able to review the determinations as well as the other relevant documentation and circumstances then advise on how best to proceed. Unfortunately, I don't have much experience in making California prevailing wage claims or appealing determinations - but there are California attorneys who specialize in that sort of thing. In terms of how, exactly, to appeal a determination - appealing the determination on a prevailing wage complaint would likely require legal action. Typically, such an action might be brought in your local district court. But again - I'm afraid I don't have a ton of experience in this particular claims process, and consulting a local construction or prevailing wage attorney would likely be more valuable on that front.
