How can I recover payment in this situation...

Our client was a prospective buyer for a property, we were asked to provide concept design for that property so that he could price out the project. We completed our part of the project, and he had it priced. After learning it would be more than he was willing to get into, decided against purchasing the property. He still has open invoices with us, and has not responded to our attempts to collect our fees. We can't lien the property, he doesn't own it. What are our options?

You're probably better off in small claims if it's a small enough amount or filing a civil lawsuit for breach of contract. A construction attorney can probably give you some idea of what's best.

Depending on what your contract states, just because debtor did not purchase the property you should still be able to enforce the four corners of your contract through a collection agency licensed and bonded in CA. If the debtor is a commercial business you would select a certified commercial collection agency CCAofA member to collect on a contingency bases. If the debtor is an individual you would choose a consumer collection agency member of ACA. Best regards, Steve
