how can a contractor in AZ file a mechanics lien if they never finished the job?

Arizona

I have a contract with a contractor that started a job. We had an agreed upon dollar amount and payment schedule. the contract finished on 1 phase of the job of which they were paid. they never finished any additional phases and then quit the job. I am assuming they cannot file any type of mechanic lien, correct?

The contractor may file a lien for any portion of the work which was completed and not paid for. This is not to say that you cannot defend or countersue the contractor if he/she files a lawsuit to foreclose the lien by claiming a breach of contract and possibly force the defaulting contractor to pay for the costs of having someone else finish the job.
