Homeowner acting as General Contractor rules in GA?

We are doing a demo and rebuild of our deck. It's our primary residence and we plan and living here 2+ more years. When we asked about pulling the permit the deck builder said we'd need to pull our own. This requires us to also sign and affidavit that we are acting as our own GC. This company has built many decks in our neighborhood and we like their work but I want to make sure this is legal. Is the homeowner GC affidavit saying we are physically doing the work ourselves or that we are overseeing/managing/hiring the work and ensuring it is all to code and has all the correct inspections?

The GC affadavit is saying that you are doing the work yourself OR overseeing/managing/hiring the work and ensuring it is all to code and you have the appropriate permits. When you are hiring a sub-contractor (the deck company), you will need to be sure that they are licensed appropriately.
