How would we proceed with filing a lien against a Home Owners Association or are we even able to?

To file a mechanic's lien against an HOA, the HOA would have to own property for which you furnished labor and materials for a work of improvement. If that is the case, then you can record a lien with the county recorder for the value of the uncompensated labor and materials that you furnished. The lien needs to identify owner of the property that you improved, and a description of the property - usually an address. Presumably you are talking about one or more units within an HOA? Anyway, check the county records for the owner(s) of the property(ies) at issue, and record the lien against said property(ies), which lien will also identify the owner(s) or purported owner(s).
