Pay applications aren't actually governed by statute. Rather, they're a creature of contract and habit. While many construction businesses, owners, lenders, and developers require notarized pay applications - notarization isn't required by law. So, practically, if everyone's ok with it - pay apps don't need to be notarized. And, that can take a lot of the logistical burdens off of the payment chain - especially during a time like this where notaries have become less accessible.
