NOW THEY DO NOT WANT TO PAY THE SUBCONTRACTOR.IS THIS LEGAL? CAN THE ACT AS AN FINANCING BROKER?-- CAN THE CUSTOMERS FILE A CLAIM ON HIS FRO LICENSE?
