Legally, if the electrician did not cause the issue that warrants a change order, then the electrician has a right to the change order. Likewise, if the electrician caused the issue, including if they forgot to add items to their bid, then the Electrician does not have a legal right to request a change order. However, whether or not a change order is warranted also depends on your subcontract with the electrician. Before I could tell you how to proceed, I would need to review the subcontract and the issues that caused the Electrician to request a change order.
