Does the B4 licence cover work performed?

I hired a pool company to build a Pool as well as landscaping. I had to sign separate contracts with the pool company and landscape company. It took over a year to complete the pool, and the landscaping is still a nightmare. To my knowledge, the landscaping company does not sub out work. If they do- they will not provide me with the subcontractors names. The landscape company has an expired AZ CR-21 license and an active B4 license. They built a retainer wall, a large 16x14 paver patio and yard border, ran and installed sprinkler/ drip irrigation, laid saud and planted several plants. I am now having several issues and am trying to figure out my next steps. Does the B4 general residential engineering license cover the work they performed? I'm having trouble finding a clear answer.

According to the AZ ROC's website defining the B-4 license classification (General Residential Engineering Contractor):

"This classification allows the licensee to construct and repair of appurtenances to residential structures. Work related to electrical, plumbing, air conditioning systems, boilers, and water wells must be subcontracted to an appropriately licensed contractor. This scope includes the CR-21, B-5, and all B-4R subclassifications."  

Thus, the fact that their CR-21 license is expired does not matter since the B-4 classification includes the CR-21 license. Landscaping and irrigation work performed will likely be covered by the B-4 license. However, to make a specific determination on the facts in your situation, you should speak with an experienced construction attorney.
