Many recorder's offices currently have an option to mail the lien to the recorder's office for recording. I am not aware of any that permit electronic filing. With respect to the Los Angeles County recording, they are accepting documents via mail. For specific information on recording for a particular jurisdiction, go to the website for the county recorder in question. If you would like to do everything electronically, levelset should be able to take care of the recording step for you.

The Recorders Office is closed to the public for walk-ins but you can still mail things to them with a check for the appropriate amount through the U.S. Post office.
