does a certifies copy of the notice of commencement have to be turned in with the permit application or can an original
i have been told that I have to have a certified copy of the NOC with my permit. doing so online how would you get a certified copy?

Some counties are starting to offer certified copies electronically. You can also request them by mail. Generally speaking, most building departments just need a copy of the NOC that shows that it has been recorded, meaning it has the instrument number or book and page number printed on the page somewhere. You would need to call the county where the NOC was recorded and ask them how to obtain a certified copy electronically.
