Arizona has a pretty clear list of what businesses are considered essential during this coronavirus outbreak, which is extremely helpful. Under that list of essential businesses, it sounds like construction work is free to continue as usual, at least under statewide restrictions. With that being said, I'd be pretty surprised to hear that pool cleaning would be considered essential work. And, with the statewide stay at home order in effect, it might not be wise to continue that work, at least for the time being. Obviously, things can change quickly as that stay home order was just issued yesterday. So, it'd be wise to stay on the lookout for additional insight or announcements in the near future. Further, Levelset has been updating this tracker regularly, which should be useful: Can I do Construction Work In my State?

The governor's stay at home order exempts "Essential Functions". The definition of what qualifies as an "Essential Function" is so broad that it makes the stay at home order mean less than it appears to mean. In your case, "construction" is considered an Essential Function, which means the pool decking/paving is likely exempted. Also exempted are "service providers who provide services that are necessary to maintain the safety, sanitation and essential operation of residences," which likely includes the cleaning of pools. For a complete list of the various Essential Functions, see Governor Ducey's Executive Order 2020-12 dated March 23, 2020. Good luck and hang in there.
