Most municipal projects in New Jersey will require that prevailing wages be paid. Specifically, any project exceeding $16,263 will likely require that prevailing wages be paid. And, when prevailing wages will be required, that should certainly be taken into account when drawing up a bid. If you're unsure about whether prevailing wages will be required for your job, or if you'd like a little bit more insight on how to manage those requirements, it'd be wise to discuss it with the awarding authority who will be letting the contract. They should be able to provide any information you'll need about how prevailing wages will affect your job. Additionally, there are services like Contractors Prevailing Wage and eBacon which can help with compliance. And, the New Jersey Department of Labor and Workforce Development has great resources too.
