Do I need to sent a notice of completion to file Mechanics Lien to owner?

I have passed all final inspections, and the owner holds the balance, I have sent him a notice of intent to lien, but he still does not want to pay. Do I need to send him a notice of completion before I file Mechanics Lien to the owner? Thanks,

No. You do not need to deliver a Notice of Completion to file a mechanics lien in California.

Mr. Wolfe is correct. There is no need to do a notice of completion and, in fact, notices of completion are generally recorded by the owner or owner's agent to shorten the time for contractors and suppliers to record liens or enforce other statutory claims. Assuming you are the direct contractor, all you have to do is to make sure all work is complete in order to record your mechanics lien.
